Bob: It's very possible that below half throttle you have one of two conditions--either the amount of juice required to run the tractor is more than the generator (I assume it's got a generator, not an alternator) is producing, or that the generator does not become excited until the RPM's are above half throttle. It shouldn't be a problem, but if it is, you could look at putting a smaller pulley on the generator.
