Bob - Assuming no other electrical load beside the ignition coil, the generator should begin charging around about 1/4 throttle or so. Could be the generator's turning to slow as Tim V suggests. You can replace the existing drive belt with one a bit shorter, then open up the generator pulley halves to fit the belt. This will spin the generator faster and make it begin to charge at slower engine RPM's.

Could also be the generator 3rd brush needs adjusting. Moving it closer to the nearest fixed brush will cause generator output to increase.
