Hi, sounds like timing is to slow. Another indication of timing being to slow it a lot of Diesel slobber in muffler or running down the exhaust manifold.
I am not fimilar with injection pump on 460 but when you changed it was there an adjustment on the timing gear on the injection pump drive shaft?
I am fimilar with the injection pumps on the German Diesels, 454, 574, 684 etc.
Someone else can tell you how to time a 460.
