If the water at the top of the radiator is too hot to touch and the bottom of the radiator is cool, then you've likely got a plugged radiator or a water pump that's not doing it's job, A stuck thermostat could be doing it too, restricting the flow. Quickest test is remove the thermostat, button it up and run it to see if that fixes it.
