Thanks for the info. After I wrote the mesage, I started thinking about it and figured that the governor would be the controlling body for the rpm.. not specifically the carb ( unless it was adjusted so bad.. etc )
Thanks for the idea about the throttle plate.

If it does turn out to be the throttle plate.. what are my options other than a new carb.

The rebuild kit I saw at TSC only had the rod the plate would attatch to.. not the plate itself... is it something that canb be repaired? like filed or honed?
