we've got a 786. all i can figure out is the 86 series pto is held engaged by oil pressure, and it takes a few seconds to build the pressure, which also helps engage the pto smoothly, our 1566 does the same thing. I've found that pulling the lever halfway, the pto will start up, then pull it the rest of the way forward to lock it engaged works pretty well
