Make sure the amp meter is not wired backwards. Did you try polerizing the generator? To polerize the gen. If your looking at the voltage regulator you need to get a jumper wire and touch the bat terminal to the gen terminal just tap the the jumper wire on the terminals youll see a little spark. You should also make sure the gen terminal on the voltage regulator goes to the armature side of the generator.
