I was dumb enough to ask about that special tool at a CaseIH parts counter, where they were actually nice enough to try to find it - it's apparently not available at this point. As a substitute which actually works, but probably not the first time you try it, get out your socket set and try to find the one about the right diameter - seems like it was about 7/8" or 15/16" - to match the valve. Fiddle with it a bit and you'll probably get it to work for you. Something you might want to consider is whether you really want those garter springs in there at all. Their function is to lock the valve open until the cylinder reaches the end of its travel, and then the valve is supposed to automatically center if some of those other little bitty parts in there are still working properly. It's a nice theory, but it usually doesn't work at low RPMs (not enough pressure to center the control valve), and it's also really not essential for most uses of the hydraulics. Anyway, something to consider. Good luck.
