Hydraulic pump?

I have an IH wheel loader/ backhoe, 1972, 3500A. The backhoe has very little power, the loader has more power but seems slow. I have tested the backhoe cylinders for internal leaks, (the dipper cylinder leaks, all the rest are ok). I put a pressure gauge on the boom circuit (directly behind the control valve) it showed a pressure of 700# while raising the boom and a pressure of 1000# when the cylinder was fully retracted. When I put the pressure gauge on the loader boom (left side) it achived a pressure of 1200# and 1500#. I think I need to rebuild or replace the main pump. Am I on the right track? Or should I be looking at the MCV pump? I don't have access to a flow meter, so the pressure gauge is my best diagnostic tool. Also does anyone have a ballpark $ figure to rebuild or replace the pumps?
