SUPER a NEEDS FULL CHOKLE

I recently got a 54 Super A from my father in law. I bought it from his deceased brothers estate. It starts and runs fine on full choke, It will die if you move the choke lever. I have replaced plugs and points, It's a twelve volt system. I've boiled out the carb and the floats are high enough. There is no filter in the carb elbow but fuel pours out of the fuel line when it's disconnected. There are also no vacumn leaks.

I'm replacing the coil this weekend as I've never checked the spark with the engine running. The voltage at the battery is 14+ volts when it's running. Timing and point gap are spot on.

Any suggestions?
