If those are IHC hubs with the steel wheels, they are parts department hubs and wheels. All 650's came with cast rear wheels regardless of tire sizes. The previous owner probably found it was considerably less cost to buy hubs and steel wheels than to buy cast wheels and new rims to change the tire size. Harold H
