If the lever moves but the PTO does not disengage, that is because the pin on the inside of the housing is cut off. Not a big problem, unbolt the 3 bolts that hold the lever casing in the dif housing and wiggle it out, replace the pin through the shaft and put it back together, make sure the knob engages the PTO locking collar.
If the lever won't move, it could be jammed in the lever casing or the splines on the PTO shaft could be damaged, either way you'll have to remove the lever to find out.
