IH 806 hydraulics

I inherited an IH806. The tractor is diesel in good shape, runs very good. I just fininshed cutting and raking hay with it, did a great job. When I first got it, I noticed that the three-point raised and lowered very slow. I attached the baler to the tractor, and it will not raise the tailgate on the baler (hesston 5585). This is with the rear remotes, should I try the front hydraulics, or is the hydraulic pump weak. If it is the hydraulic pump should I get it fixed or is it better to get out from under this tractor. Thanks
