M starter current draw specs...

Does anyone have any current draw specs for an "M" starter? I went out to work on one today. Had a fully-charged and fairly-new 6-volt battery on it, with decent cables and good connections. The engine cranked extremely slowly. The customer said that it had always done that, but it would usually fire off. It has been sitting for most of a year or more, and wouldn't fire. I also used another brand-new 6-volt as a booster battery, and it wouldn't crank any better. Removed the starter and brought it back to the shop. Put it on the test stand and found it to draw around 150 amps at 5 volts or so. I didn't do an free-speed test, but it seems to work okay. I also wasn't able to determine just how much compression the "M" has, as the hand-crank wasn't around. How high would the compression have to be to make it crank so slow - about one turn every two or three seconds? The customer asked about converting it to 12-volt, and I told him that it would definitely help. Any info or advice is appreciated, as I'm a Deere tech working on red. I grew up on a Farmall "M" and have worked on several, but have never ran into this problem before.
