656 won't start

A friend recently bought a 656 diesel that was hard to start and would die when you tried to idle it down. He changed the fuel filters, bled the filters and now it will not start. Not even on starting fluid. The throttle lever on the Roosamaster pump seems to move ok, but we are unable to get fuel to the injectors. Have plenty of fuel going into the pump but none coming out. He has a service manual but it does not show how to bleed the pump. He has two other 656 tractors and has never had this problem with them. Any help would be appreciated. Thanks, Tom/Idaho
