Sounds like the float is stuck, try taking a small hammer and gently tap on the carb bowl, but the best way to fix it is take the carb apart and see if the float is good, and not full of gas, if the float is good, replace the needle and seat assembly with a new one, reset the float and put it back together afyer a good cleaning and inspection of the interior componets of the carb.
