Either the float has failed, or the needle valve and seat is bad. Might be as simple as a speck of dirt keeping the needle valve from closing completely. In any case, the carb will have to be taken apart. You might want to go ahead and do a total rebuild of the carb at this point, the overhaul kit you buy will have very detailed instructions included. These carbs are pretty simple, take your time and you won't get in trouble.
