These carbs can be tricky..my A has a Zenith carb with the same problem. I tried my best to fix it by tightening the needle vale seat as tight as I could: there is a gasket between it and the upper half of the carb. Depending upon how the tractor is sitting on the level, it could also be gas weeping past the gasket that holds the bowl onto the carb...if you look in the air intake you may be able to see the gas weeping past the gasket. Normally it shouldn't be that full of gas, but on a hill it might. I say 'tried to fix' it because I was never able to get it any better than a slow drip. What I did helped (I think). Good luck, Dave
