But did you set the points when they are at the maximun opening??
You should be able to manually open & close the points with voltage applied and see a small spark when opening them.
This will give you the high voltage spark at the coil IF all parts are correct.
Maybe the new points are dirty??
Clean them with lacquer thinner or some evaporating solvent then run a clean dollar bill through the points to act as an abrasive.
Try the spark test again.
