I would not give more than $1000 until you see it running and I consider that to be on the high side. It should be easy to start by pulling it if all is operational but the starter. Since it has a magneto, you don't need a battery to pull start it. Also consider that these use a hard to find starter that is different than the gas farmalls. Post back if you need info on how to start it, however, I would think the owner would know that.
