Sounds to me like you need to adjust the dist timing. Make sure everything is timed to the pulley first, then run at WOT and turn the dist until the motor evens out. For a final test, crack the throttle quickly, mistuned motor will usually sputter or have a slow/delayed reaction. A good motor should be right there on the throotle response.
