PTO slippage

We have noticed an intermittant problem with the PTO of our 656 diesel. We have been doing a dyno test for a power machinery class and have noticed significant slippage when under extreme loading. We have been able to dissengage then re-engage the PTO to get it to work occasionally. Usually when under extreme load, the PTO will almost come to a stop and the engine won't even bog down. Is there a test we can do to test the clutch packs? The linkage adjustment is all the way out. Our operators manual says that there is a hydraulic activation. Is there a test we can do to make sure there is sufficient hydralic pressure? Thanks for the help.
