After removing the flywheel take off the lower water outlet on the front of the engine and clean out that portion of the block with air and using a piece of 1/4 rod or something that will reach thru and get all the loose crud that has built up in that area. Using a lite you will be able to see holes at the top of this passage around the sleeve clean this area good as the four holes can get plugged with crud stopping good water flow thru the block.
