turbo for 3500a

I need some advice and some help. I have an international 3500A with the DT239 engine. The guy I bought it from took the the turbo off during a rebuild,it was bad so he didn't put it back on.It seems to run fine as long as you don't put too much of a strain on it.It bogs down easily, and won't pull itself up even the slightest grade in its top 4 gears.Should I bother with replacing the turbo? Is there more to hooking it up than bolting it on,and running the oil lines to it? thanks alot for any info or ideas.Mike L
