I have never owned an H or even worked on one, but by reading your post I dont believe that you have any problem. Lobes dont appear to be worn and are consistent with the others within .004, I assune your measuring this with cam journals resting in V blocks and using .001 dial indicator on surface plate. My best quess is that your specs are for another motor or they are measuring lobe lift differently. Hopefully others can give you more info.
