Depnding on where the lower pipe is broke,you can get a rubber cap from Lowes or the like that you can cap the pipe off with the fill it with water to see if the block has been cracked,mos of the crack just below the manifold,or at least the ones Ive seen.It CAN be fixed if it not too bad.Mine has been like that since 1942 and hasnt leaked yet.I would tend to suspect that since both pipes are busted,they were either bustd deliberatly by vandals or kids,while trying to fix a promble or removing them,or the ice cracked those instead ofthe block.
