Sorry I wasn't clear. I pull the lever and nothing happens. I can turn the pulley by hand. What is also unclear to me is how would it work with a live pump on it? In other words I can see having the belly pump hooked to the pulley. And I can see having live hydraulics for remotes. What would happen with a live pump and only the pulley? Probably hoses and/or valves were removed. The guy I got it from knew nothing about the tractor.
