I had a Dunham packer one time and it was one of the best implements I ever owned; built to last.

I don't know about the end blades on this particular disk that you are referring to, but in a lot of cases, it is quite customary to have the end blade smaller than the rest of the blades on the gang.

This serves as a "furrow filler"; it makes for a more 'level' till & eliminates that end cut. Maybe this is what they were trying to accomplish?
