Farmall H question

im new to this ih H and don't have any kind of books on it. Question 1, what is the lever on the brake pedal side of tractor that goes from the steerinf colum to the area after the clutch and before the tranny question 2, there are two plugs on this same area of the tractor on either side, could it be for hydrolics, some sort of belly pump, this tractor has no external hydrolics of any kind.
