The first place I went to adjust linkages on my '51 H is up by the valve cover. You'll have to remove the hood. There is an odd spring loaded block on your throttle lever rod with two nuts on it that you can use to draw the rod, and thus the lever, forward (move the block toward the steering wheel). I had to use a gallon of penetrant to get things free. Something else to consider before making a change...Will moving this lever forward cause the engine to be easily over-sped? Remember the speed rating on the nameplate. If I remember correctly, it is 1815 rpm or so. I'm not an advocate of high revs on these engines. Also, will the spring tension from your governor cause the throttle lever to jump out of the sawteeth on the plate at high speed? I had this problem and adding a washer under the lever spring didn't help much. The safer setting is to place max rpm at the top notch and not worry about the bottom end. Idle is set at the carburetor. About your carb., you didn't mention if there was black smoke coming out of the muffler. If you can see black smoke at any engine speed, you are putting too much gas into the cylinders. If you don't see anything your mixture is probably ok.
