You're right. Those are only preliminary carb settings - so you can get the motor started with an unadjusted carb. Final carb adjustment's made with the motor running, choke fully open and the motor thoroughly warmed up. Here's how I do it: First with the governor at low idle, adjust the idle mixture screw to the point of smoothest running. Then set your desired the idle RPM with the idle speed screw. Now go back and readjust the idle mixture screw again for the best idle. Then from low idle, pull the throttle sharply to wide open. If the engine stumbles or quits, OPEN (turn CCW) the high speed mixture screw 1/4 turn at a time and try it again. If the engine runs rough and you see black in the exhaust, CLOSE the screw 1/4 turn and try again. When the high speed screw is set right, the engine will respond to a quick throttle opening without stumbling, and the exhaust may show a trace of black as it accelerates to full RPM. Good luck!
