There should be a small lever in the deck cover just ahead of your right toes. Lock the two brake pedals together and push them forward while reaching down and raise up the rear end of the small lever with your finger to engage it with the notches on the left brake pedal arm underneath the cover.
You could be missing the lever if there is not one there.
