The 656, 666, and 686 had the old style mechanical TA that will freewheel. The bigger tractors started with hydraulic TA in the 706 and on up. I guess IH felt that the smaller tractors didn't need the beefed up hydraulic unit. No matter how you adjust the TA it will still freewheel in low range on SMTA thru 686.
