Everybody here has got good ideas. Rich and rusty have both stated possible problems, and I believe one or the other, or maybe both is your problem. About the coolant level, you want the water level higher than just looking in and seeing the cores of radiator covered. Your M should have an overflow tube on the neck of the radiator. If I was you I would fill the radiator clear full, to where it goes out the overflow tube, while tractor is cold. Start tractor up and it will seap a little out of the overflow while it is reaching its normal operating temperature. This is the level you want the coolant system to be. Shouldn't be more than an inch or so down from overflow when tractor has cooled back down. Is what happens is the water expands as it gets warmer, and you want the coolant system as full as possible when engine is totally warmed up. You don't want a bunch of air in top of radiator even after engine is warmed up.
