On the angled high speed screw at the bottom, I set full rpm and slowly turn it in until the RPM starts to drop off. Then I open it back up 1/2 turn for summer weather, or 3/4 turn for colder weather. Roughly 2 1/2 turns. There is a separate idle mixture screw that sticks out horizontally towards the top of the lower 1/2 of the carburetor body with the head pointing towards the governor assembly. With that one, set your RPM at idle and fiddle with it until you get the best idle RPM. Most of mine are about 1 turn out.
