It means the rear housing was cast on Nov 30, 1961. So, it is likely a late 61 or early 62. The engine serial doesn't mean much, since the C-135 was used in other tractors. Chassis serials for 1961 were 501-825, for 1962, 826-1935. You might look for other casting codes to get a better idea, look for the latest one. IH also used letters to designate the year the part was cast, don't know if they still did that in 1961 or not.
