IH C hyradrulic

My dad has acquired an IH C which has appears not to have had any maintenance in years. The hydraulics are slow. We checked the fluid, it is a butterscott color. We are guessing that is water in the fluid. We assume that we'll need to drain and flush (?) the system. We also noted a round plate with 4 bolts on the left side of the reservoir. Would that be a filter?
