Hard starting 49 Cub

When I try to start the cub cold it acts like it is only hitting on one cylinder and is all but flooded (gas will be dripping from the carburetor) when it does finally start, and miss for a while then run fine. When I try to start it warm, if it does start it misses for a few seconds then seems to run fine. After the problem started I have installed a needle and seat. new spark plugs and cheaked the points in the magneto
