The impulse should only click at low RPM's (while hand cranking). Should quit clicking once it reaches normal running RPM's. It is imporatant that it functions properly. If it don't click while hand cranking the engine is more likely to kick back (fire backwards) while hand cranking. You might be able to free it up by lubing it with proper lube. Otherwise, it is gumbed up pretty bad and will likely need taken apart and cleaned up as well.
