Flames out exhaust?

A friend of mine has a Farmall H that had the throttle arm bent. This caused the tractor to flood and puff black smoke. Well, he fixed the throttle arm but there is a new problem. If you let out on the clutch in a normal manner then the tractor will start misfiring and shoot a flame out the exhaust. However, if you let up on the clutch real slow then the tractor is fine. I am assuming the carb needs adjustment but this problem is new to me. What could it be and how do we go about fixing it? Thanks! Griz
