OK - 6.4 volts at the battery says the battery is not being charged. Suspect then the problem is low generator output. It typically takes 8 to 9 volts to get the relay in the regulator to pull in, however your generator is only giving 7.5 volts open circuit - insufficient to activate the regulator. You can test like this: Temporarily jumper together the GEN and BAT terminals at the regulator with the engine running at speed. If the ammeter now indicates charge the regulator is at fault. If still no charge, the problem is with the generator. Post back what you find!
