Might try removing the cock screw (unscrew cap &
handle at the same time) soak the cap with the
packing in some light oil, then replace it.
Tighten it enough to feel firm resistance as you
turn handle.
If that doesn't stop the leak you then might try
the packing that comes in those small plumbing
repair kits, wouldn't remove the old till you try
adding some new to the old first. Might save that
$
