To much fuel pressure?

I have a 454 IH, when you crank the engine fuel pours from the air intake side of the carb and it will not start. I removed the carb and found everything to be in working order the floats, needle, seat are good. I put a shut off inline and with the fuel shut off it will start and run if you just crack the shut off it will run good, if you open the shut off all the way it will flood and eventualy die if you dont shut it back down. Could the fuel pump be delivering to much pressure? if so how would you fix it.
