Mike: It's been awhile since I've been around a 16A mower. I'm guessing the mounting holes in the 16A are not tapered for the nut and stud combination as on your Super A, plus you have to remove them anyhow to slide the mower in place. Those nut and stud combination can be a bit troublesome to remove. I find the best way is put two nuts on one stud and lock them together, flat side to flat side. Once you remove those the mower should bolt right up same as on the A. You can also modify the mower bar lift for raising with your touch control. On the left side can run a 1/2" rod from lift shaft for mower bar between wheel and fender to the touch control rockshaft. A neighbor of mine had one of those mowers on a Super A for years 7' bar. The mower did not have hand levers for a lift. If you get hold of one of the later parts books, would probably show the changes. I just looked in 150 Years of IH and that mower was built from 1940 to 1953. I would be willing to bet most of the new ones after 1947 were for hydraulic lift. Does the shaft your hand lift moves, go right across to left side?
