450 hydra-touch question

I plugged a one way (single action) cylinder
on my 450. attached to to upper rear port and outside
control handle does drive cylinder out, but none of the handles will allow cylinder to close.
i read the book several times and changed the indexing bushings to both positions.
please give me some hints.
