I would just admit that it is stuck and pull the head. Every time I have dragged a tractor around trying to break it loose, I later find that when I pull the head I'm glad it didn't break loose.

Always been at least one cylinder full of rust or other that would have broken something if it came loose.

Only once did I get lucky and broke a tractor loose with a prybar on the ring gear...
