I would think you could rig it up the same as many belly mowers are powered. Run a pulley or sprocket on your pto straight down to another(properly fastened), then run your pto shaft up to the blower. My question would be whether the tractor could power it! Mr. MacKay should be along shortly to give you more precise information.
