new bearings preventing starter from turning fast

the guy who is working on my superC replaced some shot bearings, i dunno what they're really called, but i will try to explain: They go inbetween the crankshaft and the arm that holds the piston on the crankshaft, and replacing them made the engine much quieter and prevented it from knocking. Is it feasible that a starter that was previously able to start the engine would now (after the new bearings) be unable to start it because the engine is now tighter (harder to turn)? It was able to start the engine once and she purred for about an hour. Then the next day he tried to start her up and the starter couldn't get her going fast enough (we tried another battery). We are going to get the starter re machined if this is so. Thanks!
