I assume you have disc brakes. I had this problem on my SM when I bought it, I just adjusted them up to about 1 1/2" travel.. Later I took them apart and found they where worn down, so I bought new discs pads{lack of a better word} and brake cam plate ball bearings{mine where very pitted and rusted}. Took a heavy wire wheel to the contact disc to clean'em up, and WHAMO, she stops great now ;0) You might half to fine tune each side to get an even stop, if you dont you'll notice a brake pull to one side or the other as they wont apply perfectly equal on both sides the first time you adjust them.
