IH 2444 WITH A ZENITH CARB

HOPE SOME ONE CAN HELP. I HAVE A 2444 WITH A ZENITH CARB AND IT KEEPS RUNNING RICH. IF I ADJUST THE JET LEANER, I NEED TO PULL THE CHOKE OUT MORE TO KEEP IT RUNNING. IT BACKFIRES, BLACK SMOKE COMES FROM THE EXHAUST,AND THE PLUGS ARE BLACK. THE GOVENOR MOVES CONSTANTLY ABOUT 1-2 INCHES WHEN AT 1/2 THROTTLE. I REMOVED THE CARB, CLEANED IT AND STILL NO LUCK. EVEN IN COLD WISCONSIN WEATHER ( MINUS 10 DEGREES) I DONT NEED THE CHOKE TO START IT OR USE THE TRACTOR. WHEN COLD IT RUNS MUCH BETTER. WOULD I BE BETTER OFF WITH AN ORIGINAL CARB? THE TRACTOR WAS A COUNTY GRASS CUTTER AND IT DID NOT SEE MUCH ABUSE.
